Those prisoners who can only be released by the Parole Board must wait for their tariff expiry date or minimum term, to make this application. However, there is a process available to prisoners to apply for a Pre-Tariff Review, which takes place 3 years before a tariff end date.
This application is made to the Parole Board, who can be asked not to release the prisoner, but to instead progress them to the Open Estate (Category D). The process is often long and complicated and unfortunately Legal Aid is not available for you to be assisted by a lawyer.
